《“十四五”國家信息化規劃》專家談:大力發展數字商務 推動數字中國建設

  黨中(zhong)(zhong)(zhong)央(yang)、國(guo)務院(yuan)高度重(zhong)視信息(xi)化(hua)(hua)(hua)(hua)工作,習(xi)近平總書(shu)記強調,沒有(you)信息(xi)化(hua)(hua)(hua)(hua)就(jiu)沒有(you)現代化(hua)(hua)(hua)(hua)。信息(xi)化(hua)(hua)(hua)(hua)為中(zhong)(zhong)(zhong)華民族帶來了千載難逢的(de)機遇,必須(xu)敏銳抓住(zhu)信息(xi)化(hua)(hua)(hua)(hua)發展的(de)歷史(shi)機遇。“十四五(wu)(wu)”時期,信息(xi)化(hua)(hua)(hua)(hua)進入(ru)加快(kuai)數字(zi)化(hua)(hua)(hua)(hua)發展、建設(she)數字(zi)中(zhong)(zhong)(zhong)國(guo)的(de)新階(jie)段。日前,中(zhong)(zhong)(zhong)央(yang)網(wang)絡(luo)安(an)全和信息(xi)化(hua)(hua)(hua)(hua)委員會印發《“十四五(wu)(wu)”國(guo)家信息(xi)化(hua)(hua)(hua)(hua)規(gui)(gui)劃(hua)》(以下簡稱《規(gui)(gui)劃(hua)》),對(dui)(dui)我國(guo)“十四五(wu)(wu)”時期信息(xi)化(hua)(hua)(hua)(hua)發展作出(chu)部(bu)署。為使(shi)社會各界更好理解(jie)《規(gui)(gui)劃(hua)》內容,從不同行業視角展望數字(zi)中(zhong)(zhong)(zhong)國(guo)建設(she)新圖景,中(zhong)(zhong)(zhong)央(yang)網(wang)信辦選取部(bu)分重(zhong)點行業,邀請部(bu)門(men)有(you)關負(fu)責同志、專家學者對(dui)(dui)《規(gui)(gui)劃(hua)》中(zhong)(zhong)(zhong)相(xiang)關內容進行研(yan)究(jiu)解(jie)讀。

  日前,中央網絡安全和信息化(hua)委員(yuan)會印發了《“十四(si)五”國(guo)家(jia)信息化(hua)規劃》(以下簡稱《規劃》),對我國(guo)“十四(si)五”時期信息化(hua)發展(zhan)作出(chu)部(bu)署安排,從總(zong)體上為我們描繪了未來五年“數字(zi)中國(guo)”的建設圖景和實施路徑(jing)。《規劃》提出(chu)要大(da)力發展(zhan)數字(zi)商務,促(cu)進產業數字(zi)化(hua)轉型發展(zhan)。

  數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)商(shang)(shang)務(wu)(wu)是(shi)商(shang)(shang)務(wu)(wu)活動數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)的(de)(de)總稱,是(shi)我(wo)(wo)國數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)經(jing)濟的(de)(de)重(zhong)要(yao)組成部分。近年來我(wo)(wo)國電(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)發(fa)展(zhan)迅(xun)猛(meng)。國家統計局最新數(shu)(shu)(shu)(shu)(shu)據顯示(shi),2021年全國網上零(ling)售(shou)額已達13.1萬億元(yuan),比(bi)上年增長14.1%。其中,實物商(shang)(shang)品(pin)網上零(ling)售(shou)額達10.8萬億元(yuan),增長12.0%,占(zhan)社會(hui)消費品(pin)零(ling)售(shou)總額的(de)(de)比(bi)重(zhong)上升為24.5%。電(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)已成為數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)經(jing)濟和(he)實體經(jing)濟的(de)(de)重(zhong)要(yao)組成部分,是(shi)催(cui)生數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)產業(ye)化(hua)(hua)(hua)、拉(la)(la)動產業(ye)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)、推進(jin)治(zhi)理數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)的(de)(de)重(zhong)要(yao)引(yin)擎。如果對應數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)經(jing)濟的(de)(de)產業(ye)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)和(he)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)產業(ye)化(hua)(hua)(hua)構成,電(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)就是(shi)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)商(shang)(shang)務(wu)(wu)的(de)(de)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)產業(ye)化(hua)(hua)(hua)部分,其未來的(de)(de)發(fa)展(zhan)方向和(he)增長空間(jian)必然會(hui)聚焦于如何促(cu)進(jin)傳統商(shang)(shang)務(wu)(wu)活動的(de)(de)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)(hua)和(he)持續催(cui)生新的(de)(de)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)商(shang)(shang)務(wu)(wu)模式(shi)。因此,充(chong)分發(fa)揮(hui)電(dian)子(zi)(zi)商(shang)(shang)務(wu)(wu)的(de)(de)先導和(he)拉(la)(la)動作用,促(cu)進(jin)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)商(shang)(shang)務(wu)(wu)發(fa)展(zhan),可以有力(li)支撐(cheng)我(wo)(wo)國數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)經(jing)濟發(fa)展(zhan)和(he)數(shu)(shu)(shu)(shu)(shu)字(zi)(zi)(zi)中國建設(she)。

  首先,應高度重視數字(zi)商(shang)務在數字(zi)中國建(jian)設中的(de)關鍵作(zuo)用。習近平(ping)總書(shu)記高度重視(shi)我國(guo)(guo)(guo)數(shu)(shu)(shu)字(zi)經(jing)濟(ji)(ji)的(de)(de)(de)(de)(de)發(fa)展,在(zai)《不斷(duan)做(zuo)強(qiang)做(zuo)優(you)做(zuo)大(da)(da)我國(guo)(guo)(guo)數(shu)(shu)(shu)字(zi)經(jing)濟(ji)(ji)》文章中(zhong)指出(chu)“構建(jian)新(xin)發(fa)展格局的(de)(de)(de)(de)(de)重要(yao)任務是(shi)(shi)增強(qiang)經(jing)濟(ji)(ji)發(fa)展動(dong)能、暢(chang)通(tong)經(jing)濟(ji)(ji)循(xun)環(huan)。數(shu)(shu)(shu)字(zi)技術、數(shu)(shu)(shu)字(zi)經(jing)濟(ji)(ji)可以(yi)推動(dong)各類資源(yuan)要(yao)素(su)快(kuai)捷(jie)流(liu)(liu)動(dong)、各類市場(chang)主(zhu)(zhu)體(ti)加速融(rong)(rong)合(he),幫助(zhu)市場(chang)主(zhu)(zhu)體(ti)重構組(zu)織模式,實現跨(kua)界發(fa)展,打(da)破(po)時(shi)空(kong)限(xian)(xian)制(zhi),延伸產(chan)(chan)(chan)(chan)業(ye)(ye)鏈(lian)(lian)條(tiao),暢(chang)通(tong)國(guo)(guo)(guo)內(nei)外(wai)經(jing)濟(ji)(ji)循(xun)環(huan)”。《規(gui)劃》提出(chu)“數(shu)(shu)(shu)字(zi)經(jing)濟(ji)(ji)發(fa)展質(zhi)量(liang)效益達到(dao)世界領先(xian)水平(ping)。數(shu)(shu)(shu)字(zi)產(chan)(chan)(chan)(chan)業(ye)(ye)化(hua)、產(chan)(chan)(chan)(chan)業(ye)(ye)數(shu)(shu)(shu)字(zi)化(hua)繁榮(rong)發(fa)展,數(shu)(shu)(shu)字(zi)技術和(he)實體(ti)經(jing)濟(ji)(ji)深(shen)度融(rong)(rong)合(he),形成一(yi)(yi)批(pi)具有國(guo)(guo)(guo)際(ji)競爭力的(de)(de)(de)(de)(de)數(shu)(shu)(shu)字(zi)產(chan)(chan)(chan)(chan)業(ye)(ye)集群”的(de)(de)(de)(de)(de)發(fa)展目標,為落實習近平(ping)總書(shu)記重要(yao)指示(shi)明確了(le)(le)方向。電(dian)子商(shang)務在(zai)暢(chang)通(tong)國(guo)(guo)(guo)內(nei)外(wai)經(jing)濟(ji)(ji)循(xun)環(huan)方面發(fa)揮(hui)了(le)(le)重要(yao)作用(yong)。電(dian)子商(shang)務搭建(jian)形成了(le)(le)網(wang)上統(tong)一(yi)(yi)大(da)(da)市場(chang),打(da)破(po)了(le)(le)時(shi)空(kong)限(xian)(xian)制(zhi),依托前端活(huo)(huo)躍的(de)(de)(de)(de)(de)網(wang)上消(xiao)費,促進(jin)商(shang)品(pin)、信(xin)息、資金(jin)的(de)(de)(de)(de)(de)快(kuai)速流(liu)(liu)轉(zhuan)(zhuan),大(da)(da)大(da)(da)加速了(le)(le)生(sheng)(sheng)產(chan)(chan)(chan)(chan)、流(liu)(liu)通(tong)、消(xiao)費的(de)(de)(de)(de)(de)社會(hui)生(sheng)(sheng)產(chan)(chan)(chan)(chan)循(xun)環(huan)過(guo)(guo)(guo)程。電(dian)子商(shang)務依托平(ping)臺生(sheng)(sheng)態及(ji)數(shu)(shu)(shu)據要(yao)素(su)在(zai)生(sheng)(sheng)產(chan)(chan)(chan)(chan)與(yu)消(xiao)費間建(jian)立起快(kuai)捷(jie)的(de)(de)(de)(de)(de)直通(tong)通(tong)道,通(tong)過(guo)(guo)(guo)開展C2M訂制(zhi)促進(jin)產(chan)(chan)(chan)(chan)銷(xiao)DTC化(hua),帶動(dong)了(le)(le)一(yi)(yi)大(da)(da)批(pi)“新(xin)國(guo)(guo)(guo)貨”品(pin)牌(pai)加速涌(yong)現,已經(jing)成為我國(guo)(guo)(guo)制(zhi)造(zao)業(ye)(ye)轉(zhuan)(zhuan)型(xing)升(sheng)級的(de)(de)(de)(de)(de)典型(xing)代(dai)表。跨(kua)境(jing)電(dian)商(shang)在(zai)暢(chang)通(tong)國(guo)(guo)(guo)際(ji)國(guo)(guo)(guo)內(nei)雙循(xun)環(huan)方面的(de)(de)(de)(de)(de)作用(yong)不容忽視(shi)。以(yi)國(guo)(guo)(guo)內(nei)不斷(duan)升(sheng)級的(de)(de)(de)(de)(de)巨(ju)大(da)(da)消(xiao)費需求為牽引,通(tong)過(guo)(guo)(guo)跨(kua)境(jing)電(dian)商(shang)進(jin)口供應鏈(lian)(lian)組(zu)織全球優(you)質(zhi)商(shang)品(pin)進(jin)入國(guo)(guo)(guo)內(nei)市場(chang),持續釋放中(zhong)國(guo)(guo)(guo)經(jing)濟(ji)(ji)增長紅利,帶動(dong)全球經(jing)濟(ji)(ji)發(fa)展;通(tong)過(guo)(guo)(guo)跨(kua)境(jing)電(dian)商(shang)出(chu)口打(da)造(zao)中(zhong)國(guo)(guo)(guo)外(wai)貿(mao)出(chu)口增長的(de)(de)(de)(de)(de)第二曲線(xian),同樣依托貼近市場(chang)和(he)需求的(de)(de)(de)(de)(de)優(you)勢,可以(yi)更好(hao)地組(zu)織國(guo)(guo)(guo)內(nei)產(chan)(chan)(chan)(chan)業(ye)(ye)鏈(lian)(lian)供應鏈(lian)(lian)資源(yuan),建(jian)立網(wang)上市場(chang)的(de)(de)(de)(de)(de)中(zhong)國(guo)(guo)(guo)渠道,支撐中(zhong)國(guo)(guo)(guo)品(pin)牌(pai)建(jian)設,服務我國(guo)(guo)(guo)制(zhi)造(zao)業(ye)(ye)的(de)(de)(de)(de)(de)全球化(hua)發(fa)展。無論是(shi)(shi)國(guo)(guo)(guo)內(nei)電(dian)商(shang)還是(shi)(shi)跨(kua)境(jing)電(dian)商(shang),都(dou)是(shi)(shi)在(zai)國(guo)(guo)(guo)內(nei)需求、生(sheng)(sheng)產(chan)(chan)(chan)(chan)制(zhi)造(zao)和(he)服務供給、國(guo)(guo)(guo)際(ji)需求間搭建(jian)起數(shu)(shu)(shu)字(zi)化(hua)新(xin)通(tong)路(lu),不斷(duan)依托自身(shen)的(de)(de)(de)(de)(de)數(shu)(shu)(shu)字(zi)化(hua)優(you)勢在(zai)做(zuo)強(qiang)自身(shen)產(chan)(chan)(chan)(chan)業(ye)(ye)鏈(lian)(lian)的(de)(de)(de)(de)(de)基礎上,推進(jin)生(sheng)(sheng)產(chan)(chan)(chan)(chan)要(yao)素(su)的(de)(de)(de)(de)(de)快(kuai)速流(liu)(liu)動(dong)和(he)精準匹配,促進(jin)商(shang)務活(huo)(huo)動(dong)的(de)(de)(de)(de)(de)數(shu)(shu)(shu)字(zi)化(hua)轉(zhuan)(zhuan)型(xing)和(he)場(chang)景創新(xin),對于(yu)數(shu)(shu)(shu)字(zi)經(jing)濟(ji)(ji)發(fa)展與(yu)數(shu)(shu)(shu)字(zi)中(zhong)國(guo)(guo)(guo)建(jian)設可以(yi)發(fa)揮(hui)很(hen)好(hao)的(de)(de)(de)(de)(de)支撐作用(yong)。

  5.以(yi)電商(shang)新規(gui)則(ze)推動數字領域國際規(gui)則(ze)建(jian)設(she)。《規(gui)(gui)劃(hua)》高(gao)度關注(zhu)數(shu)字經(jing)(jing)濟領域的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)規(gui)(gui)則(ze)(ze)制(zhi)定(ding)(ding),“推(tui)(tui)動高(gao)水(shui)平走出去”,提(ti)出要(yao)(yao)“積(ji)極參(can)與世界貿易組織(zhi)(zhi)與自由貿易協定(ding)(ding)談(tan)判(pan),以及(ji)二十(shi)國(guo)(guo)(guo)(guo)(guo)(guo)集團、亞太經(jing)(jing)合組織(zhi)(zhi)、金磚國(guo)(guo)(guo)(guo)(guo)(guo)家等多邊機制(zhi)合作(zuo)”“加快推(tui)(tui)進電(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)、數(shu)據安(an)全(quan)、數(shu)字貨幣、數(shu)字稅等相關國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)規(gui)(gui)則(ze)(ze)和標準(zhun)(zhun)研究制(zhi)定(ding)(ding)”。在(zai)這方(fang)面,國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)電(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)規(gui)(gui)則(ze)(ze)合作(zuo)可(ke)以成(cheng)(cheng)為(wei)數(shu)字經(jing)(jing)濟規(gui)(gui)則(ze)(ze)的(de)(de)(de)先導(dao)。截至目前,我國(guo)(guo)(guo)(guo)(guo)(guo)已與23個(ge)國(guo)(guo)(guo)(guo)(guo)(guo)家簽署“絲路(lu)電(dian)(dian)商(shang)(shang)”合作(zuo)備忘錄,建立(li)(li)起廣泛(fan)的(de)(de)(de)電(dian)(dian)商(shang)(shang)國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)規(gui)(gui)則(ze)(ze)合作(zuo)渠(qu)道(dao);在(zai)已生效的(de)(de)(de)RCEP電(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)章(zhang)節(jie)中(zhong)(zhong)確立(li)(li)我國(guo)(guo)(guo)(guo)(guo)(guo)電(dian)(dian)商(shang)(shang)國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)規(gui)(gui)則(ze)(ze)的(de)(de)(de)基本原則(ze)(ze),積(ji)極加入WTO電(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)規(gui)(gui)則(ze)(ze)談(tan)判(pan),在(zai)中(zhong)(zhong)外FTA談(tan)判(pan)中(zhong)(zhong)加入電(dian)(dian)子(zi)(zi)商(shang)(shang)務(wu)領域規(gui)(gui)則(ze)(ze)內容(rong);利(li)用世界海關組織(zhi)(zhi)渠(qu)道(dao)推(tui)(tui)進跨境網絡零(ling)售的(de)(de)(de)規(gui)(gui)則(ze)(ze)標準(zhun)(zhun)等。這些(xie)都可(ke)以成(cheng)(cheng)為(wei)未來(lai)推(tui)(tui)進我國(guo)(guo)(guo)(guo)(guo)(guo)加入CPTPP、DEPA等數(shu)字經(jing)(jing)濟領域更高(gao)水(shui)平國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)規(gui)(gui)則(ze)(ze)體(ti)系的(de)(de)(de)有力基礎。在(zai)建設高(gao)質(zhi)量“數(shu)字絲綢(chou)之路(lu)”過程中(zhong)(zhong),利(li)用我國(guo)(guo)(guo)(guo)(guo)(guo)電(dian)(dian)商(shang)(shang)產業優(you)勢和線上(shang)大市場(chang)優(you)勢,主導(dao)并推(tui)(tui)進中(zhong)(zhong)國(guo)(guo)(guo)(guo)(guo)(guo)電(dian)(dian)商(shang)(shang)規(gui)(gui)則(ze)(ze)成(cheng)(cheng)為(wei)國(guo)(guo)(guo)(guo)(guo)(guo)際(ji)(ji)(ji)數(shu)字經(jing)(jing)濟規(gui)(gui)則(ze)(ze)的(de)(de)(de)重要(yao)(yao)組成(cheng)(cheng)部分。

  綜上(shang),以電(dian)商為核心(xin)的數字(zi)商務在普及數字(zi)消(xiao)費、推進數字(zi)生活、助(zhu)力數字(zi)生產、促進鄉村振興、引領開放合作(zuo)等(deng)方面的重(zhong)要作(zuo)用日益凸(tu)顯,發(fa)揮好電(dian)子商務的先導作(zuo)用,可以作(zuo)為《規(gui)劃》實施過程中的重(zhong)要抓手,凝(ning)聚政府與(yu)市(shi)場(chang)合力,聚焦不平衡、不充分問(wen)題的解決,共同服務于(yu)人民群眾(zhong)對(dui)未來美好生活向往這一最終(zhong)目標。
